Can a study be both cross-sectional and longitudinal?

Not in the same wave of data collection, but a research program can combine them -- for example, a repeated cross-sectional (trend) design, or a cross-sectional sub-analysis within a larger longitudinal dataset.

Which design is better for establishing causation?

Longitudinal designs are considerably stronger than cross-sectional designs for building a causal case, because they establish that the proposed cause preceded the proposed effect. Neither is as strong as a randomized controlled trial.

Is a longitudinal study the same as a prospective study?

Related but not identical. Most prospective studies are also longitudinal, but a study can be longitudinal using retrospective data without being prospective.

How many time points does a study need to count as longitudinal?

At minimum two, though most designs use more so researchers can characterize the shape of change over time, not just detect that it occurred.

Why do cross-sectional studies remain common if they can't show causation?

Speed and cost. A cross-sectional study can be completed far faster and more cheaply than a longitudinal one, which makes it the practical choice for prevalence estimation, needs assessments, and hypothesis-generating research where establishing a strong causal claim isn't the immediate goal. Many funding and publication cycles favor an achievable cross-sectional study over an underpowered attempt at a longitudinal one.
