Editorial commentary
A national data infrastructure is a funder- or government-established programme that coordinates research-data services at country scale, rather than a single technical architecture pattern for one dataset. These programmes emerged through national research-funder strategies in the 2010s, and typically combine domain-specific data services (subject-area repositories, discipline-specific data commons) with shared cross-domain infrastructure — persistent-identifier services, authentication and authorisation federations (AAI), and researcher training — under one coordinating umbrella.
Real examples
The UK Data Service, Australia’s Australian Research Data Commons (ARDC), Germany’s NFDI (Nationale Forschungsdateninfrastruktur), the Netherlands’ Health-RI, France’s Recherche Data Gouv, and Canada’s DRI Alliance together with its Federated Research Data Repository (FRDR) are established examples. Each coordinates a national network of institutional and disciplinary services rather than operating as a single centralised repository itself.
How this differs from a data commons, hub, or lake
A data commons, data hub, and data lake are architecture patterns for organising one dataset or dataset ecosystem — how data is stored, harmonised, or made computable. A national data infrastructure operates a level above that: it is the institutional and funding programme that may itself commission, fund, or federate several such systems across a country’s research sector, alongside non-architectural functions like training, governance policy, and PID-service coordination that don’t fit the ‘one dataset, one pattern’ framing at all.
International federation
National data infrastructures increasingly plug into the European Open Science Cloud (EOSC) or equivalent supranational federations, so that services built for one country’s research sector remain discoverable and interoperable across borders rather than becoming isolated national silos.
