ORI (US Office of Research Integrity)

ORI is one leg of a three-body comparison worth making explicit, because the offices most often mentioned together internationally — ORI in the US, UKRIO in the UK, and ENRIO across Europe — perform a broadly similar advisory or oversight function but hold genuinely different levels of formal authority, and conflating them misleads a researcher or administrator about who can actually investigate or sanction a case.

ORI is a US federal office, established within the Department of Health and Human Services (HHS) following the NIH Revitalization Act of 1993, and it has real regulatory teeth that UKRIO and ENRIO do not. It operates under 42 CFR Part 93, the binding federal regulation defining research misconduct (fabrication, falsification, plagiarism) for Public Health Service (PHS)-funded research — meaning research funded by NIH, CDC, FDA, and other PHS agencies. ORI does not itself conduct the first-instance investigation; the awardee institution does, under its own PHS-compliant misconduct policy. ORI’s federal role is oversight of that process: it reviews institutional findings, can require an institution to redo an inadequate investigation, publishes case summaries, and can independently impose federal administrative actions once a finding is made — including debarment from federal funding, government-wide exclusion, supervision requirements on future PHS-funded work, and requiring correction of the published research record. These are real, HHS-Secretary-delegated federal powers a US institution cannot decline to recognise.

That combination — a binding federal regulation, jurisdiction defined by funding source rather than voluntary membership, and independent sanction authority — is exactly the feature UKRIO and ENRIO lack.
