Editorial commentary
An output management plan (OMP) is a broader successor concept to the Data Management Plan (DMP) that covers every category of research output a project produces — data, software, physical samples, protocols, trained models, and publications — within a single management plan, rather than treating data as the only planned category. The framing reflects funders’ recognition that data-centric planning is incomplete for projects whose principal outputs are not datasets: UKRI has explicitly introduced “output management plan” language to displace a data-only reading of its planning requirements, and a similar broadening is visible where NIH’s Data Management and Sharing Policy is read alongside its separate model-organism and software-sharing expectations.
A research office is likely to meet the OMP framing first in UKRI-funded projects, where it may formally replace or sit alongside a conventional DMP section. In practice an OMP absorbs the same planning questions a DMP already asks about data (storage, sharing, preservation, responsibilities) and extends them to non-data output types — a software management plan for code, and comparable planning for samples or models.
How it differs from adjacent DMP concepts
