Editorial commentary

Te Mana Raraunga — the Maori Data Sovereignty Network — is a network of Maori data governance researchers and practitioners in Aotearoa New Zealand, formally established with an inaugural meeting on 19 October 2015 and a charter approved on 5 April 2016 at Papakura Marae, Auckland. Its formation drew directly on the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) and its implications for Indigenous rights over data. Te Mana Raraunga defines Maori Data Sovereignty as the principle that data by, about, or for Maori should be subject to Maori governance, grounded in Te Tiriti o Waitangi (the Treaty of Waitangi) and tikanga Maori (Maori customary values and practices).

What the network works toward

Te Mana Raraunga’s published aims centre on six goals: asserting Maori rights and interests in data; safeguarding and protecting data by and about Maori; requiring quality and integrity in the collection of Maori data; advocating for Maori involvement in the governance of data repositories; supporting the development of Maori data infrastructure and security systems; and supporting sustainable Maori digital businesses and innovation. The network engages directly with government agencies, research institutions, and international Indigenous Data Sovereignty partners on data policy, and its work has informed both Aotearoa New Zealand government data policy and the wider international Indigenous Data Sovereignty movement.

How it relates to the other national/global bodies

Te Mana Raraunga is one of three closely related but organisationally distinct Indigenous Data Sovereignty bodies CASRAI covers: it is the national network for Aotearoa New Zealand, grounded specifically in Te Tiriti o Waitangi and tikanga Maori. The Global Indigenous Data Alliance (GIDA) is the international alliance that authored the CARE Principles applied across jurisdictions, and Maiam nayri Wingara is the equivalent Aboriginal and Torres Strait Islander Data Sovereignty Collective in Australia. The three are not interchangeable: each articulates its own principles grounded in its own communities’ authority, even though they collaborate and their work is mutually reinforcing.
