As of the July 1, 2026 transition, arXiv and Cornell have described no user-facing changes — submission, access, and endorsement processes continue as before; the change is organizational and financial rather than functional.
Which one assigns a "real" DOI?

Both do. arXiv registers DOIs through DataCite; OSF Preprints and its branded servers register DOIs through Crossref. Either is a valid, resolvable, citable persistent identifier for the preprint version, distinct from the DOI the eventual peer-reviewed version of record will carry.
