Editorial commentary
The closeout phase is the final stage of the DMP lifecycle, occurring at or after project end. Where a plan’s creation phase is a statement of intent, the closeout phase reconciles the Data Management Plan (DMP) against what actually happened: have the datasets nominated for sharing actually been deposited, do the live access conditions match what was committed, has any data due for disposal actually been disposed of, and is the final version of the plan itself archived in a form that will support a future audit. A closed-out DMP functions as evidence rather than intent — which is exactly why funders that audit RDM compliance (Horizon Europe periodic reporting, some NIH and UKRI post-award reviews) look at the closeout-phase record, not the original submission.
A research office typically runs closeout-phase checks when preparing a project’s final report: cross-referencing the DMP’s sharing commitments against the institutional repository’s deposit log, confirming retention periods have been correctly set on archived datasets, and, for a machine-actionable DMP (maDMP), exporting the final plan state as part of the project’s permanent record. Where the office finds a gap between commitment and delivery, that gap itself typically needs to be documented and explained to the funder rather than quietly closed.
How it differs from adjacent DMP concepts
- vs. Preservation commitment (in DMP) — the preservation commitment is the promise made earlier in the plan; closeout is where that promise is checked against reality.
- vs. DMP review — a closeout check is comparative (plan vs. outcome); a review is qualitative judgement of the plan’s content, and can happen at any lifecycle stage.
