A fee waiver is a full or partial waiver of an article processing charge (APC) that some publishers offer to authors based in selected developing countries or low-income economies, on the principle that inability to pay should not by itself prevent publication of otherwise-acceptable work. Waiver eligibility is typically tied to a country-income classification (many publishers use the World Bank’s low- and middle-income groupings, or the Research4Life country list) rather than to an individual author’s personal finances, and is usually applied for at submission rather than negotiated after acceptance.
Separately from country-based waivers, some publishers also run fee waivers as a time-limited marketing incentive open to all authors regardless of location — a research office reviewing a publisher’s waiver policy should check which type is on offer, since a promotional waiver carries no guarantee of renewal and should not be relied on as standing institutional support. A research office typically encounters fee waivers when advising an author on how to fund open-access publication where no institutional agreement or grant funding covers the APC, and checking eligibility criteria before an author submits is more reliable than assuming a waiver will be granted after acceptance.
