SDG 9 contains 8 targets covering sustainable infrastructure, industrial sector growth (with attention to least developed countries), small-scale industries access to finance, sustainable industries, scientific research and technology, infrastructure resilience, mobile and internet access, and domestic technology development. The target research organisations report against most directly
Target 9.5 is the one research administrators most often encounter: “Enhance scientific research, upgrade the technological capabilities of industrial sectors in all countries… encouraging innovation and substantially increasing the number of research and development workers per 1 million people and public and private research and development spending.” It is tracked by two indicators that will be familiar from national research-intensity statistics: 9.5.1, research and development expenditure as a proportion of GDP (the GERD/GDP ratio widely reported by OECD and national statistics offices), and 9.5.2, researchers (in full-time equivalent) per million inhabitants. Target 9.b — “support domestic technology development, research and innovation in developing countries” — is tracked via indicator 9.b.1, the proportion of medium- and high-tech industry value added in total value added.
