Editorial commentary
SDG 17 contains 19 targets across five clusters: finance (official development assistance, debt sustainability), technology (technology transfer to developing countries, capacity building), capacity building, trade, and systemic issues (policy coherence, multi-stakeholder partnerships, data monitoring and accountability). It is the cross-cutting goal that enables the others through partnerships. Research contributions span international cooperation studies, development economics, science diplomacy, science-policy interfaces, and meta-research on partnerships. SDG 17 also features prominently in research funder portfolios that emphasise North-South collaboration.
The targets most relevant to research data infrastructure
- Target 17.6 — “Enhance North-South, South-South and triangular regional and international cooperation on and access to science, technology and innovation and enhance knowledge sharing on mutually agreed terms.”
- Target 17.8 — operationalising a technology bank and science, technology and innovation capacity-building mechanism for least developed countries, and enhancing enabling technology (ICT) use.
- Target 17.18 — building statistical capacity in developing countries “to increase significantly the availability of high-quality, timely and reliable data disaggregated by income, gender, age, race, ethnicity, migratory status, disability, geographic location.”
- Target 17.19 — building on existing initiatives to develop measurements of sustainable-development progress that complement GDP, and supporting statistical capacity-building.
Why this cluster matters for CASRAI’s audience
Targets 17.6, 17.18, and 17.19 map directly onto the concerns of research-data infrastructure: cross-border knowledge sharing (federated data infrastructure, the EOSC Federation), and disaggregated, high-quality, interoperable statistical data (national data infrastructure, data commons). A funder or consortium reporting on North-South research-infrastructure partnerships is, in effect, reporting against SDG 17.
