No single body does. CMS administers CLIA certification, the legal requirement every US medical laboratory must hold. Labs satisfy the CLIA survey requirement either through direct survey by their state health agency, or through accreditation by a CMS-recognized private accreditor — CAP, the Joint Commission, COLA, and ANAB (via ISO 15189) are the main ones for general clinical laboratory work, with AABB covering blood banking and transfusion services specifically.
Is CLIA certification the same as CAP or COLA accreditation?

No. CLIA certification is the underlying federal requirement administered by CMS. CAP and COLA accreditation are two of several ways a lab can satisfy the inspection component of that requirement ("deemed status") instead of being surveyed directly by its state agency. A lab needs a CLIA certificate regardless of which, if any, private accreditor it uses.
Does ISO 15189 accreditation satisfy CLIA requirements?
