Editorial commentary
Pending grants disclosure provides reviewers and programme officers with visibility into a researcher’s overall funding portfolio in flight, enabling overlap, effort, and scope assessments. The disclosure typically includes the same fields as active grants and is required by both NSF and NIH. The proposal under consideration is itself listed as pending. Pending support must be updated promptly when proposals are awarded, withdrawn, or declined.
How this differs from active grants disclosure and NIH Other Support
Pending grants disclosure is the general obligation name for reporting proposals that are submitted, or about to be submitted, but not yet decided. It is not a specific document format on its own — each funder implements it differently. Active grants disclosure covers the companion category, funded work already under way. NIH’s Other Support is a distinct, funder-specific artifact that bundles pending, active, and in-kind resources into one signed document — it is not interchangeable with the general “pending” concept described here.
NSF’s implementation: Current and Pending (Other) Support
NSF’s general disclosure obligation is formally named “Current and Pending (Other) Support” and has used the shared NSPM-33 Common Disclosure Form structure since proposals due on or after 30 January 2023 (PAPPG NSF 23-1, Chapter II.D.2.h), prepared through SciENcv rather than a free-text narrative. Under this structure, “pending” is one half of a single combined module rather than a separate filing — NSF does not accept a stand-alone pending-only submission. A named individual updates the module whenever a listed proposal’s status changes from pending to awarded, withdrawn, or declined, and reviewers use it during merit review to flag potential overlap with the proposal under consideration.
Other agencies that have adopted variants of the same NSPM-33 disclosure baseline (DOE, DOD) generally follow the same pending/active split conceptually, even where their submission mechanics differ from NSF’s.
